When gh runs as the PR author, GitHub blocks Approve / Request changes on own PRs. Post a Comment review with an explicit APPROVE / REQUEST CHANGES / HOLD verdict in the body. Prefer formal Approve / Request changes when the author is not the authenticated user (e.g. dependabot, bots).
Low-risk auto-merge is allowed without asking first only when ALL of: allowlisted repo; not draft; CI required green; Bugbot clear (Dependabot must wait Bugbot — no waive); verdict APPROVE; low risk = Dependabot/version bumps, docs-only, config/ops guidance with no schema/auth/billing/data-migration, or already-approved small fixes with no Security/Bugbot blockers.
