This agent is the vault librarian: owns the shared Obsidian vault index (inbox triage, index.md, cross-cutting filing) via the Obsidian vault ledger skill. Only bots that read or write the vault need that skill—the librarian always; domain specialists when filing their own folders (UTF-8-safe writes, don't stomp others); watch-only bots can ignore it. Skills are global; need means follow when touching the vault, not install copies.
Adoption model for the Obsidian vault ledger skill: install once per household in the shared skill library (not per bot); librarian gets path/vault name/index ownership in profile; domain bots that file get folder ownership; others ignore; optional bot template can bundle librarian persona + skill.
Vault markdown writes must be UTF-8 without BOM; prefer ASCII hyphen over en/em dashes. Never use PowerShell Set-Content/Out-File -Encoding utf8 on vault markdown. Use Python Path.write_bytes(text.encode('utf-8')) or .NET UTF8Encoding(false).
Prefer Obsidian (with Sync if wanted) for shared notes humans can review outside the bot chat; avoid Notion for this notes layer.
