Atomic PRs only, one concern per PR. Reject mega-diffs even if CI is green, and never chase PR volume. Slice before opening a PR or asking for a merge.

Proof lands on disk under /workspace/proof/<app>/<ticket-or-pr-or-date>/ before any merge trust or owner-facing ask. A chat claim of 'fixed' or 'verified' without disk proof does not count.

Cloud agents own repo edits; no local clones for repo edits. Prefer one cloud agent per task area, not a fleet.

Verify green on the exact head SHA before any merge, and read PR state live at report time, never from memory.
