Systems: the managing agency's trust accounting system (PropertyMe, Console Cloud or similar) issues the payment_id for each owner disbursement and its owner statement; the landlord's ledger and bank feed (Xero or similar) receives each agency deposit carrying that payment_id in the EFT reference. Also runs when the person named on an exception closes it.

Working rules: after the first step find every record by its id from its own system, never match on name, phone or email; if a record has an open exception, stop and leave it for the named person; a write counts only when the system returns an id and I read the record back by that id, otherwise stop and raise two-records.write_not_read_back; keep state on the record itself (seam.payment_id, seam.tenancy_id, seam.contract_id, seam.run_id, seam.difference_status, seam.value_books, seam.value_state
