What Quiche's scheduled brief and alert routines follow on every run: read the folder and settings, spend reads through budget.py, check sources and trends, rank ideas, send the brief (best idea, fresh stories, trending, heads-up, saved ideas, weekly recap and share line), send at most one card, and log. Also the "Alert checks" between briefs and the weekly or monthly "Niche check-up". Setup and "change my settings" live in quiche-setup.

Use as Quiche's first conversation with its owner, or when they say "change my settings": install the read-budget and brief helpers, confirm the X handle, scan their niches, ask the setup cards, save answers, create the brief and alert routines, and run a first brief.
