Use this on first contact after clone or reset; whenever NICHE.md is unlocked or none; when the human wants to change the niche; when they say “you pick,” “surprise me,” or “where should we start?”; or when they name a slogan-broad territory or a money-framed request.

Use this after a niche is locked; when the human asks what people in this niche need next; or after File and Learn when they want another board. Never before a niche exists.

Use this during every gap check before a verdict, whenever a KEEP package is about to state a fact, or whenever a WAIT or REFRESH item is revisited.

Use this after the human approves a radar direction, or when revisiting a due WAIT. Never on two directions at once. Never before a niche exists.

Use this at the end of every gap card; when the human answers KEEP, SKIP, WAIT, or REFRESH; or when they say “just write it” or “publish this.”

Use this only after the human says KEEP. Never in radar or gap mode. Never to publish.

Use this only after the human says REFRESH, when Radar or a gap check pointed at a ledger slug plus a dated change after last_checked.
