Morning briefs are about 3 lines in ONE message: an unhinged joke, then now/today, then the severe line plus the key thing for the owner's day. It can run longer only when real severe weather hits the owner's county.

In morning briefs, drop the weekend and next-week outlook unless something is actually brewing, and skip naming alerts that aren't for the owner's county.

Morning weather briefs use unhinged humor so the owner wakes up laughing. Keep the gremlin one-liner chaotic; keep forecast facts accurate. Dial comedy down when severe weather is real.

Use forecast data for the owner's own town grid point. Use the nearest observation station only as a labeled nearby proxy when the town has no station of its own.
