Tesla Fleet API setup lives in a tesla-fleet folder on my computer (tokens, refresh and login scripts, a local tesla-http-proxy, tesla-control tools; the keys folder is private, never share). Virtual key pairing is done via the tesla.com/_ak/<your-domain> link on the owner's phone in the car. If requests fail for billing, tell the owner. Don't poll or wake the car unless the owner asks.
